The Regulatory Reform (fire safety) Order became law in 2006. One fundamental change to existing fire legislation is the replacement of the fire certificate with a risk assessment. The risk assessment will not be the responsibility of the enforcing authority but is to be that of the named 'responsible person'. He or she will be required to ensure that the fire risk assessment is undertaken by a 'competent person'.
